“一张底图”建设是自然资源信息化建设的核心内容和重要基石。研究从国土空间治理的数字化和现代化转型出发，结合自然资源部门国土空间治理全链条事权整合的特征，将传统的空间规划“一张底图”从时间特性、多源特性、融合特性3个维度拓展至空间治理“一张底图”，构建了基于“一张底图”的国土空间治理平台的设计框架，并以杭州市为例实证分析了基于“一张底图”设计并建设市域国土空间治理平台的可行性和实用性，为国土空间治理数字化体系建设提供理论和应用参考。研究结果表明，基于事权分层分类构建“一张底图”并开展多种特色业务应用，推进形成“底图-应用”动态双向闭环的市域空间治理平台，是推进国土空间治理现代化的可靠路径。

The construction of“One Base Map”is the core content and important cornerstone of natural resource informatization construction. In the context of the digitalization and modernization transformation of territorial spatial governance, we combined the characteristics of whole chain integration of spatial governance of natural resource authorities, extended the traditional“One Base Map”of spatial planning from temporal characteristics, multi-source characteristics and integration characteristics three dimensions. Further, we constructed a design framework for the territorial space governance platform based on“One Base Map”, and taking Hangzhou for example, analyzed the feasibility and practicality of designing and constructing the municipal territorial space governance platform based on“One Base Map”, providing theoretical and application references for the digital system construction of space governance. In conclusion, to build“One Base Map”based on the affairs in a hierarchical way and carry out various characteristic applications, and to promote the formation of a dynamic bothway closed-loop digital platform for municipal space governance of“base map-application”, are the reliable paths to promote the modernization of territorial space governance.
